This file (along with the LaTeX style files) are included in teTeX upstream, but in Debian they are in a separate Package. If a user installs this package, they can currently only access the documentation via texdoctk if the link is included from the tetex packages. Once upstream has fixed Bug #105830, we can change this, but for now I think it's better to have a link to the document when it is not installed, than no link when it is.
