Hi,

/etc/apache2/conf.d/phppgadmin is a symlink to
/etc/phppgadmin/apache.conf. Both files are included in the package,
i.e. not created from some postinst. With that, this bug should not
really happen, as unpacking is done before executing the postinst.

This looks like a filesystem issue. I could not reproduce the bug on
ext3 - which filesystem are you using?
