Hi, I will second Emilio's response here... In the Debian Perl Group, I have been marked Uploader of many of our packages (though I'm not yet a DD), since otherwise Lintian complains about it (with the exception of the more recently introduced new Team Upload syntax).
I would suggest that anyone who is listed in d/changelog (in the trailer lines) should also be listed in Uploaders, unless they have explicitly asked to be removed, or unless the relevant changelog entries have been marked Team Upload or Non-maintainer Upload. I think that anyone who considers themselves a custodian of the package(s) in question should be added to Uploaders, whether or not they are a DD, and whether or not they actually do the uploading (e.g. if the package is being sponsored, the sponsor need not add themselves to Uploaders if they do not wish to do so).
