Looks like the problem seems to be strange interaction of lokkit and inadyn . Inadyn was constantly making connections which were getting blocked by the iptables set up by lokkit. These sockets were being allocated (this was seen by doing "lsof|grep '\<sock\>'") but never deallocated nor released/freed. I fixed the lokkit rules to allow the connection and now the number of tcp sockets seems to be reasonable again.
