According to my 1993 LE PETIT ROBERT,
Partiellement : D'une manière partielle; en partie (cf. À demi). C'est
partiellement exact. Contr. Entièrement.
The definition of "partiel" is longer, but I can't see how it could mean
"nullement".
I understand that "partiellement" implies "pas complètement", but I
don't think it means that. However, if you're confident it does, this
bug can be closed.
