Reading multiarch docs I see there is a paragraph about libfoo-data packages like this one: "The Multi-Arch: foreign field must be set on such support packages regardless of whether they are Architecture: any, or Architecture: all", so I fail to see what would "Architecture: any" be necessary "because of multiarch".
