To build vfs modules the samba includes and .h files in various
directories

include
nsswitch
popt
smbwrapper
tdb
ubiqx
utils

along with VERSION and the Makefile generated with ./configure and make
proto

Is it possible to make a samba-dev package containing all the samba
directories with only the .h files so we can depend on samba-dev when
we debianize samba-vfs modules

a good example of the is the samba-vscan module that i'am currently
debianizing
