Well, this and the proposed base-files dependency mean that libc6:amd64
is not usable on foreign architectures.

I think this is the only way to ensure peaceful coexistence of
libc6:amd64 with i386 biarch packages.  But for that, /lib64 actually
must not be a symlink to /lib, as I have demonstrated in #632176.
