I have run the following command:

root@debian-testing:/home/zhi/work/tmp# setcap 0+ep t
root@debian-testing:/home/zhi/work/tmp# getcap t
t = cap_chown+ep
root@debian-testing:/home/zhi/work/tmp# setcap -r t
root@debian-testing:/home/zhi/work/tmp# setcap -r t
Failed to set capabilities on file `t' (No data available)
usage: setcap [-q] [-v] (-r|-|<caps>) <filename> [ ... (-r|-|<capsN>) 
<filenameN> ]

 Note <filename> must be a regular (non-symlink) file.
root@debian-testing:/home/zhi/work/tmp# echo $?
1

Maybe it shall fail when remove capabilities from a file without capabilities. 
But the error message does not make any sense under that circumstance.
