If my question was if you understood xml or not, then yes, it would answer
it.

The facts remain that:

a) this file is not needed to parse the config file format
b) it's not user-serviciable, as the structure of the file is hardcoded
   in libfontconfig.
c) it's not a config file, so should not be in /etc

The fact that you are unable to epxlain it also shows that you don't really
understand what this file is for.

So, since /etc is meant for config files, what parts of that file contain
any configuration whatsoever?
