Ever heard about the "backup" capability? debconf-devel(7) gives good clues about it. What might be confusing for you is that this is up to the packages' configure scripts to implement this, because different actions may have to be taken when users hit Cancel or Back, depending on the context. I suggest closing this bug report. Then please file a gazillion of bug reports when you meet packages that do not implement the backup capability. Preferrably with patches.
