Deliver.db is one of the databases that are trouble (another is the tls
cache). You are better of removing them on _all_ migrations (large
version skips and arch migrations such as i386->amd64).

Is it possible to alter the similar line in README.Debian.database.gz,
maybe something like: Don't bother upgrading the DUPLICATE and TLS
database, just delete them: the information there is not reused when you
upgrade Cyrus.
