Yes, your understanding is correct; sorry if that wasn't clear from my
explanation. If you want to keep doxygen in Build-Depends-Indep (a
reasonable goal!), I'd suggest either making debian/stamp-docs a
prerequisite of common-install-indep rather than common-build-indep or
invoking the upstream target only when doxygen-latex is actually
present:
[ ! -d /usr/share/doc/doxygen-latex ] || $(DEB_MAKE_INVOKE) doxy
