I'm requesting a binnmu of tiff to build against libjpeg8. No changes

needed for tiff to build against libjpeg8.
The bug log for #634194 suggests that the current situation doesn't
actually cause any issues. Is that correct?
I realise that it's marked as a blocker for #634550, although it's not
immediately clear from the bug log why, other than "because the
maintainer said so".
