After pulling down the Bash tarball, I can see the section doesn't exist in
the upstream sources. There is simply an include that looks for a file
called rluser.texi which seems to provide the entirety of chapter 8. This
document seems to be provided by the Readline project

I'll report this upstream.
It does exist in the generated .info file, which is what I was originally
looking at.
