Hi,
Unless you object, I intend to NMU loco in a couple of days with the
following changes:
loco (0.32-2.1) unstable; urgency=low
* Non-maintainer upload.
* List upstream author as the copyright holder. (Closes: #302968)
* Bump Standards-Version to 3.6.2.
* Use debhelper compatibility level 4.

The diff is attached. Let me know if this would disrupt your work or
whether something is incorrect with the proposed changes. Especially,
I bumped Standards-Version and proof-read the debian-policy changes,
but I couldn't check that everything is perfectly satisfied.
