They can, of course. We have a libcatalyst-plugins-perl package, which will contain additional catalyst plugins beside those available in Bundle::Catalyst on CPAN (those are packaged seperatetly). Currently this package only contains C::M::CDBI::CRUD and C::P::Authorisation::CDBI. Others will follow as soon as someone from the pkg-catalyst group wants to include it or someone files a but about a concrete that should be included.
