Hello Tomas,
  You will need to describe this bug better than you have. For starters
the default sysctl.conf file has the option to turn forwarding *ON* not
off and it is commented out by default.

The default parameter of /proc/sys/net/ipv4/ip_forward is 0. procps
does not set this to 0, it starts off this way.

You bug report is lacking in detail, to say the least.  I would want to
see something remotely approaching some sort of testing setup you have
done; ie you are saying packets are being forwarded but you are not
saying how you came to this conclusion.

In any case, this is very highly unlikely to be a procps problem. It
would be akin to saying it is a ls bug when your filesystem is corrupt.
I'll gather enough information (or not) to either close this bug or
forward it to the right place; but you WILL need to provide more
information.

I need the result of
cat /proc/sys/net/ipv4/ip_forward
cat /proc/sys/net/ipv4/conf/*/forwarding
what you are doing to test the forwarding is happening.
