According to http://thread.gmane.org/gmane.linux.debian.devel.changes.testing/498 the version of util-linux in testing moved from 2.17.2-9.1 to 2.19.1-4 in one jump two weeks ago. According to http://thread.gmane.org/gmane.linux.debian.devel.changes.unstable/235955 and the util-linux changelog, 2.19.1-1 was only uploaded to experimental.
