tag 637434 + pending retitle 637434 multistrap: Override APT::Default-Release quit
The patch wasn't that far out. The correct setting was to tell apt to allow anything as the default-release, overriding any value set for the rest of the system: -o APT::Default-Release=* (Seems a bit illogical to set the default to every possible value but that's the way apt works sometimes.)
