My patch looks exactly the same. Maybe the -l`pwd`/debian/libjpeg8/usr/lib/$(DEB_HOST_MULTIARCH) argument to dh_shlibdeps can be removed safely as the manpage states that it is not needed anymore with recent debhelper versions.
