There is a clash for the MAC address range 52:54:00:* in 
75-persistent-net-generator.rules

# ignore interfaces with locally administered or null MAC addresses
# and KVM and VMWare virtual interfaces

So the rule to ignore KVM virtual interfaces is always skipped.

The script in the upstream source also has this clash but handles the virtual 
interfaces first.
