The 'bittorrent' tool which is packaged here is fairly old, and therefore doesn't support UDP trackers at all. It is an upstream problem. I have been looking into packaging the newer version 4.0 or 5.3 which were re-licensed under the GPL, but it might be under a different package if the command line interface has changed significantly. I'm marking this wontfix until I can figure that out.
