Since psql is backward compatible to more versions that Debian would
care about, there is really no reason for pg_wrapper to be so strict
about which version to call.  I suggest to adjust pg_wrapper to always
call the latest version of psql unless explictly overridden by one of
the configuration methods.

The same logic might apply to some of the other client tools (but not
all, notably pg_dump), but I'll have to research the details there
first.
