An upgrade of the postgresql-common package restarts all postgresql
servers.  I don't think this is necessary, because an upgrade of the
postgresql-x.y packages already does that, and upgrades of
postgresql-common don't usually introduce changes to the run time
environment of a server that would warrant a restart in every case.

I don't think it used to do that.  It might have been introduced when
the unified init script was added and debhelper automatically added
its bits to prerm and postinst.  Check please.
