Osamu Aoki's documentation efforts are awesome! Good stuff. But
surely you realize that they are a separate 3rd party effort. They
are not part of the coreutils package. You should email Osamu Aoki
for any updates requested in his documentation.

The man page for 'ls' is not intended as a fully detailed user manual
and tutorial. The upstream GNU Project uses info for the full user
manual and tutorial. The hyperlinked format of info documentation is
better suited to detailed explanations with references and footnotes
to describe all aspects of the program. The man page is provided as a
quick reference but even so the ls man page is quite long. The ls man
page shows:
The full documentation for ls is maintained as a Texinfo
manual. If the info and ls programs are properly installed at
your site, the command
info coreutils 'ls invocation'
should give you access to the complete manual.
And indeed the info documentation for ls does include the full
documentation on the TIME_STYLE and LS_COLORS environment variables.
Please look in the info documentation for the detailed reference for
all aspects of the program. A lot of effort went into the production
of the documentation. It is there. It is quite good.
If you prefer web based documentation (since you were referencing
Osamu Aoki's fine online reference) the latest GNU upstream version of
the manual is available online here:
http://www.gnu.org/software/coreutils/manual/
Information about TIME_STYLE is here:

Information about LS_COLORS is here:
