let me clarify: The policy should be that the Debian dependencies imply
the cabal dependencies. It is perfectly fine to have them tighter. This
is for example what I did in criterion with regard to char when I
enabled gtk support in both.

I uploaded a version with a tighter bound. A give back would have been
enough, but this was not much more work.
