Package: stunnel4
Version: 3:4.42-1
Severity: minor

README.Debian contains this final paragraph:

See the OpenSSL FIPS FAQ at
  http://oss-institute.org/fips-faq.html

That link appears to be dead. Not knowing what was behind it in the
past, and knowing very little about FIPS (I just compulsively clicked
the link), I can't say for sure, but I suspect the new URL may be:

http://www.oss-institute.org/index.php?option=com_content&view=article&id=410:fips-validated-openssl-program-faq&catid=140:fips-validated-openssl-modules&Itemid=207
