Despite all the information on http://bugs.debian.org/624218 I was
not able to completely disable the download of the TranslationIndexes.

I tried:

* Setting Acquire::Languages to 
  + "none";
  + { "none"; }
* Setting APT::Acquire::Translation to "none"; (Got the mentioned warning.)
* Setting APT::Acquire::Languages to "none";
* Using apt-get update -o Acquire::Languages=none
* rm /var/lib/apt/lists/*i18n*

apt still downloads TranslationIndex files, despite the changelog of
0.8.15~exp1 says

  * apt-pkg/deb/debmetaindex.cc:
    - do not download TranslationIndex if no Translation-* will be
      downloaded later on anyway (Closes: #624218)

and despite of having deleted all of /var/lib/apt/lists/*i18n*.

There are not Translation-* files downloaded though.
