Indeed it needs to be updated.
The correct description can be seen at dkim-filter.conf(5):
RequiredHeaders (boolean)
Checks all messages for compliance with RFC2822 header count
requirements. Non-compliant messages are rejected.
However it still doesn't work as expected. For example in mail.log:
Oct 5 10:58:08 veneza dkim-filter[23839]: 414225A046B RFC2822 header
requirement error
It just pass the message ahead (instead rejecting it).
