I would suggest to add some option to the entries in /etc/fstab to specify in which run level a filesystem should be mounted. This would be helpful to handle block devices and filesystems depending upon other services that might be unavailable in some run levels, e.g. network file systems, block devices managed via drbd, iscsi, mdadm, dm-crypt, or lvm2, or file systems managed in user space.
