I don't think it's devscripts' job to be a general "helpful packages" metapackage. We have enough dependencies (in the general sense) just in support of the scripts we provide. A package[0] which does aim to be what you're asking for has recently been uploaded. It already has many of the below packages listed. If you think it could be improved, feel free to reassign this bug to them.
