No, myspell-ru only provides myspell dictionaries, installed per-policy at
/usr/share/hunspell. There were previously symlinks from
/usr/share/myspell/dicts, and this location was historically used for
myspell dicts (and initially for hunspell dicts too)

It has to conflict with myspell-ru and replace it, no version. Both
cannot be installed at the same time.

If using one of the dictionaries is a matter of taste, I would leave both in
the archive, myspell-ru providing old myspell dictionary (also usable by
hunspell) and hunspell-ru providing hunspell-only dictionary.

By the way, please consider raising dictionaries-comon-dev build-depend in
your hunspell-ru package to at least 1.10.5, where ancient openoffice.org
snippets stopped being installed. Your package is OK, and is indeed built
matching that condition but if rebuilt by someone else in e.g. squeeze, 
will re-introduce that snippets, and that will soon trigger an error for 
sid. Not having them is no problem for squeeze.
