Before proceeding with an upgrade, the kernel package checks if the
running kernel will be removed, and if so asks the user to confirm,
with a default of aborting the upgrade.
I would suggest a similar strategy here: check if a screen process is
running using the old incompatible executable, and if so inform the
user and ask for confirmation, with a default of aborting the upgrade.
Such a strategy would allow uploading into unstable rather than
experimental despite this "screen 4.1.0 can't attach to a running or
detached screen 4.0.3 session" issue.
