fbi and fbgs only work in a Linux console. In particular, they fail
in an xterm, with:

  ioctl VT_GETSTATE: Invalid argument (not a linux console?)

So, mailcap should not attempt to run them in such a case (where
another tool could be used, like pdftotext for PDF). A test like

  test=test -z "$DISPLAY" -a "x$TERM" = xlinux

solves this problem.

Note: in case the method based on /etc/securetty suggested in
bug 537696, it needs some other change, as running fbgs as root
in an xterm doesn't work either.
