There is no need (not even desirable) to include manual pages for library calls, i.e., section 3, or 2, just because they are mentioned in another manual page from section 1 or 8.
In this particular case, the package description of "libcap2-bin" explicitly mentions the location in "libcap-dev" to any user having the need to read the page cap_from_text(3).
