The proposed patch makes it so dnscache-run.preinst creates the
Gtinydns and Gaxfrdns users and groups. As far as I know, the
dnscache-run package does not need these users and groups at all,
so I fail to see why it should create them.

On the contrary, tinydns-run needs Gtinydns, and it indeed creates
what it needs (1:1.05-9~exp0).

So I sincerely don't understand what misbehaviour this bug report is
about. It seems to me the intend of the people who asked this change
on Launchpad was to have these users and groups created by the djbdns
package itself (which is in itself debatable), but ended up
erroneously having them created by the dnscache-run package (which I
fail to make any sense of).

Daniel, I think we need more information from you.
