If it starts off-line is because network-manager (not the applet, that's just an interface) is telling claws-mail the network is offline. Have you checked your network-manager configuration? You can also try to run claws-mail --debug in a terminal and see which network-manager related messages are printed, that could give us some idea about what's happening.
