Imagine

while   [ 1 ] ; do 
sleep 3s 
wget "$URL" -N Page.htm

cp Page.html Pagelast.html
# <---- - diff here  with given percentage

done



then if the page.html differs from more than 1-5%, then diff could tell of how 
much or so one.

Then one can do: 
   if diff says more than 5% difference, then, one can run a script: send 
email, notify, ... 

you see what I mean, It is a sort of webpage watcher for changes (it can have 
various useful purpose, like monitoring an rss for new news ... )

It is very open.
