The dependency on logrotate is mostly superfluous and may be
inconvenient for the users of the package which use alternative
log rotation mechanisms.
It seems that there's a consensus (e. g., [1]) that merely
having a /etc/logrotate.d/ file is not a good justification for
having Depends: on logrotate (consider, e. g., the dpkg package,
whose control file has no mention of logrotate, despite that the
package provides a logrotate.d/ file.)
I thus suggest that the dependency on logrotate should either be
downgraded (to Recommends: or Suggests:), or removed altogether.
