The real bug is in libnetaddr-ip-perl, which is fixed in version 4.053 of the source; the author recommends not using versions 4.045 through 4.053: https://rt.cpan.org/Public/Bug/Display.html?id=71925#txn-992867
However, discussion on that page suggests that the problem is with abbreviated netmasks of the form xx.yy.zz/24.
