On default installs, the locales configuration screen does not appear. And the system, in the described case, ends up with LANGUAGE="de_DE:de:en_GB:en" [EMAIL PROTECTED] in /etc/environment When reconfiguring the locales package and choosing "Keine" as the global locale, the LANG line is removed from /etc/environment and root's environment is not localized anymore. This appears to me as the normal behaviour.
