When I moved from 2.6.12.5 to any of the 2.6.13 kernels, dhcp now fails to work with the ipw2200 module. The strange thing is that for some networks it still works. So it is some hard to reproduce bug so I am at a loss to provide more information. I have checked back in 2.6.12.5 it still works on the same system. The only clue I have is that I needed to do a /sbin/iwlist scan as root before trying the ifup to get it to work.
