This morning, I noticed updates to boinc (curl and ssl) were available. I updated all of them at the same time. My boinc processes restarted on their own because of the upgrade, and after several hours are still running. I presume whatever was causing problems, has been fixed. I didn't see any notes in the changelogs to indicate changes specifically addressing whatever caused my problem. Please close the bug.
