When I installed wireshark-common, the wireshark group was not automatically added to my system (that was probably months ago, but I only noticed it today). I manually added the wireshark group, added myself to it, and re ran the postinst configure. Afterwards, I still was not able to run wireshark as a normal user. I had to manually run the setcap cap_net_raw,cap_net_admin=eip /usr/bin/dumpcap command before it worked.
