According to dpkg.log, the versions of systemd that were installed are
as follows:

20-1
25-1
25-2
25-2sam1
29-1
29-1.1
36-1
37-1

The rm_conffile calls were added in version 29-1. So is it right to say
that when 29-1's preinst script was invoked, rm_conffile did not remove
the conffiles because it was being upgraded from 25-2sam1 which is >>
25-2?
