I've continued to work on the package, it's currently here: https://github.com/cajus/dbxml-debian
Known issues:
* license inspection: every binding carries various licenses, needs
to be listed in copying.
* java bindings: not packaged in the moment.
* PHP bindings: not packagable, because it depends on php-db
which is not built alongside of libdb*.
* The test suite is not run during the build.
