It is an acceptable solution. However, such dramatic change should be discussed with upstream, because debian should really not carry such big changes. I would suggest a step-by-step progress, eg uploading first with the patch I proposed (converting imagemagick to M-A: foreign and the shared libs to M-A: same) and work for a good solution for the -dev packages later.
