It is an acceptable solution. However, such dramatic change should be discussed
with upstream, because debian should really not carry such big changes.

I would suggest a step-by-step progress, eg uploading first with the patch I 
proposed
(converting imagemagick to M-A: foreign and the shared libs to M-A: same) and 
work
for a good solution for the -dev packages later.

I mean, I'd like to get at least those changes to debian this year, rather than
a perfect solution next year :)

That is quite old comment, multiarch cross work of pkg-config in debian will be 
quite
differently implemented. Eg you would run arm-linux-gnueabi-pkgconfig, the same 
way
you run arm-linux-gnueabi-gcc for cross-compiling gcc.
