Can you explain what you consider to be the bug in bzr-builddeb exactly here? The error seems to be a direct cause of the change in behaviour by dpkg-source, but I would consider the error a problem with the package you are trying to build rather than bzr-builddeb.
bzr-builddeb is working fine with newer versions of dpkg-source and "3.0 (quilt)" here.
