You can become the maintainer of a single package fairly simple, using
the Debian Maintainer institution.  If you want to become a Debian
Developer with full project rights, there is the New Maintainer

I doubt I will have much time to spend on metainit myself.  But I see
the advantage of getting rid of redundant code in init.d scripts, and
metainit might help in that respect, using an approach similar to the
patch I proposed. :)
